PASSPORT INFORMATION

The passport is a traveling and identification document issued in Italy by the Questure (Police Departments) and abroad by Consular-diplomatic Posts.

As of October 26, 2006 the electronic passport, which provides high standards of security, has been released. This passport features fingerprints and digital signature of the holder therefore it requires the presence of the applicant at the Consulate General.

As of June 26, 2012 all minors must be holding their own passport.

CONSENT AGREEMENT AND MINORS

The following instructions applies to all of the above.

The issuance of the electronic passport requires the presence of the applicant at the Consulate General the day of the appointment.

In the case indicated at paragraph 5.A) if the applicant has minor children (under the age of 18), the consent agreement must be signed by the other parent at the Consulate where the Consular Officer will notarize the signature. If the parent giving the consent is an Italian or EU citizen there is no need to notarize the signature, therefore the applicant can bring the Consent Agreement already signed and a copy of a valid document bearing the signature of the signing parent. If the parent giving the consent is NOT an Italian or EU citizen there is still the need to come and sign in person or, if not possible, the signature on the consent agreement must be notarized by a Notary Public, with Apostille or notarized at other Italian Consulate in the USA or abroad or by the Questura or Comune if in Italy.

In the case indicated at paragraph 5.B) where the applicant is a minor, both parents and the minor must be present at the appointment or at least one parent with the Consent Agreement of the absent parent. Please follow the instructions in the above case with regards to the notarization of the signature of the absent parent.

Fingerprints and signature for minors under the age of 12 are not required. However, since the notarization of the picture is required they must be present at the Consulate the day of the appointment. In the event of the impossibility to bring the minor (and if only one parent will be present he/she must bring the Consent Agreement of the absent parent as above specified), then the picture must be legalized by a Notary Public, if such service is available, or at any other Italian Consulate in the USA or abroad, or at the Questura or Comune if in Italy.

PASSPORT VALIDITY

The validity of the passport varies depending the age of the applicant: from 0 to 3 years of age 3 years; from 3 to 18 years of age 5 years; for Adults over the age of 18, 10 years.

EMERGENCY TRAVEL DOCUMENT (ETD)

In the event of an emergency situation (for example an Italian tourist in transit who needs to leave urgently and has lost his passport or it has been stolen) and there is no time to process the application for a new passport this Consulate General can issue a temporary document called Emergency Travel Document which can only be used to travel back to Italy or to the Country of residency (this document has a maximum validity of 7 days).

To request the ETD the applicant must come in person and bring:

1. The Police Report (in case of theft);

5. Traveling Ticket;

6. If the Emergency Travel Document is requested for a minor the Consent Agreement of both parents will be necessary;

7. Money order (please check consular fees).

MINORS UNDER THE AGE OF 14 TRAVELING ABROAD WITHOUT THEIR PARENTS. TRAVEL AUTHORIZATION REQUEST

Italian minors (under the age of 14) traveling without their parents, or with someone not having parental rights over them must bear the declaration issued by the Consular Office having jurisdiction over their residency.

Such declaration is issued by presenting the Dichiarazione di Accompagnamento filled out and signed by the parents or different person having parental rights, indicating the person (or people), or the Airline Company to whom the minors are entrusted during the journey.

The parents or person having parental rights over the minor must present such declaration and sign it in front of the Consular Officer. As an alternative, for the absent parent please follow the instruction indicated above in the Consent Agreement section.

It is up to the Passport Office to request, if it deems it necessary and in the interest of the minor, the presence of both parents to sign the Dichiarazione di Accompagnamento.

This declaration can only be issued for one journey (round trip) from the Country of residency of the minor with a specific destination and cannot exceed a maximum period of 6 months.

The parents can choose up to two people to accompany the minor who can also alternate each other.

The parents can request that the name of the people accompanying the minor, the duration of the journey and the destination be printed directly on the minor’s passport or on a separate paper which will be printed by the competent Office; where if the minor is traveling alone then the declaration can only be printed on a separate paper and not directly in the minor’s passport.

Parents should check with the airline, prior to purchasing the traveling ticket, if the minor will be accepted traveling alone.

PASSPORT LOSS OR THEFT

The loss and theft of the passport are very serious situations that must be reported immediately even if the person does not intend to request a new passport. If the loss or theft happens in Italy it has to be reported to the Questura.

For Italian citizens residing in Italy such report can also be done directly through the web site of the Questura. If the incident happens in the US or abroad it has to be reported to the local police and then to the closer Consulate/Embassy by presenting the following:

1. In case of theft, the Police Report;

2. In case of loss or theft the denuncia di smarrimento/furto duly filled out and signed for the Consulate according to articles 46 and 47 and instructions contained in art. 76 of D.P.R. 445/2000;

3. An ID such as Identity Card or Driver’s License or a photocopy of the lost or stolen passport;

The above report must contain full name, address, city and date of issuance and validity of the stolen/lost passport.

In order to request a new passport the applicant must book an online appointment as above indicated.

RETURN OF LOST PASSPORT FOUND

Lost or stolen passports found by the local authorities are returned to a Consular Office. In case your passport was either lost or stolen recently you may contact the Consular Office competent for the area where the incident occurred.
